If You See Something... Say Something

This is a poster from New York encouraging passengers of public transport to be cautious and remind them of the following:
* Be alert to unattended packages.
* Be wary of suspicious behavior.
* Take notice of people in bulky or inappropriate clothing.
* Report exposed wiring or other irregularities.
* Report anyone tampering with surveillance cameras or entering unauthorized areas.
* Learn the basics of safe train evacuation.

I believe this poster to be from around 2004 and is 'designed to maintain awareness of the continued terrorist threat to public safety.'
I actually find this a pretty scary poster, it could be the bright yellow, a warning and hazard colour, with the bright red and black which catches the audiences eye. The bold chunky capital letters gives it that urgency too, in a script type of font it wouldn't communicate half as well.

I know there is the constant terrorist threat but does this reminder need to be constantly in your face on public transport every day? Is this not making people too paranoid - I know in the few months after 9/11 and 7/7 too, my own paranoia played havoc! At a young age of 12 I flew over New York within weeks of 9/11 and being at that age, I was suspicious of everything!
I also happened to be in London just a few weeks after 7/7 and again, I found myself looking at people on the Tube suspiciously, and it was terrifying as we were evacuated from a tube station, this was a false alarm believed to be from a person 'over worrying'.

But then again, this simple poster could potentially save lives.
